Do I need to set state-level geographic targeting in Webmaster Tools?

Gus in, I think it’s Massachusetts, it says
MA asks: “Should a Hawaii, an Hawaii tourist business
that wants to attract visitors from all over the world specify Hawaii as a geographic target
in Webmaster Tools?” Well, I have bad news for you Gus, you can
only specify at a country level in Google Webmaster Tools.
So currently we don’t have the ability to say I’m at the state level, or I’m at this
metro level or anything like that. So, don’t worry about it I guess.

Is it just me or does Matt resemble a prison convict with the orange shirt and the bald head and white background? Maybe he should get some neck tattoos to complete the look πŸ˜€

I don't believe this is the case. A domain with a country specific TLD will always target that country. A global domain like .com will, by default, target the country that hosts the website. Only global domains can change targeting with Google via WMT.

I'd like to have the original question re-phrased so Matt didn't escape from an answer:

"If my website is from Australian, sells tourist packages for New Zealand and has most of its customers from the UK. What domain should I use?"
